Enclosed a Despatch to 68 from the Governor of Hong Kong to the Right Honble the Secretary of State for the Colonies upon the subject of my state of health, and the probability that I should find it necessary to retire from the Government Service.

I have the honor to submit the following remarks for the consideration of the Right Honble E Cardwell, requesting that he may be pleased to order an investigation into the circumstances relating to my case with a view to such acknowledgment of my services as he may approve, and permit me to resign my office as Surveyor General of Hong Kong on an impaired Constitution after a service of 20 years in a tropical climate.

In support of my statement as regards my health, I refer to the certificate from my medical advisers at Hong Kong. I may also observe that during my passage from the Colony to England, I continually suffered from the complaint which necessitated my retirement.
